Cleared to Practice - no games but can participate in conditioning and non contact drills, to build up strength and flexibility.
Medically Cleared - the injury is healed and the player can participate at full speed.

you can only go with the advice of the professionals. The school and Fidone did that. Sorry you had a setback in the past, but most athletes who return from injury, with a doctor’s release, do not have setbacks.
