You also are quoting data for average daily temperature, which is the average over 24 hours. One of the biggest impacts of a heat island is it raises night time temps, which is part of your average. Higher average temperature does not equal more water use.
I am concerned about the Colorado river but 70-80% of the water is used for agriculuture and ranching. Why? Growing water-intensive alfalfa in the desert in Calif makes no sense. And then those farmers export lots of it to China -- and those farmers don't even pay market rates for the water..... Only in America could we be so stupid.
