First off, you're not a bookie. Second, if the horse is scratched, you cant bet it or you get your money back. If a fighter gets hurt and cant fight, you get your money back. Its called extenuating circumstances. Using the example of a horse falling during the race is ridiculous. Hurt's father canceling the visit is just that. If Cal would've canceled, you would have a complaint.

If the horse enters the gate you don't get a refund. Once the bet is made you're stuck with it. You made a bet, now you are stuck with. If the jockey falls off, do you get a refund? If the horse dies, do you get a refund? If the horse just decides to stop do you get a refund? If the horse gets blocked out by other horses, do you get a refund? If the horse gets bumped out of the starting gate, do you get a refund? If you don't like the outcome, do you get a refund.
If the fighter gets hurt during the fight you don't get a refund. If the fight never takes place then the bet can't technically be made or honored. You're not making an if/or bet. Same with this. It wasn't an agreement of who cancels or when. Your literal bet was
