What you put forth was an overall decrease in low pressure system decreases in frequency and intensity, although the fronts attached to low pressure systems could still be quite volatile.

You might want to go take a look at the actual charts. There is one year that threw the chart out of whack and that was 2005, at least in the North Atlantic.
