We all know the answer, it was politically motivated and now Biden it taking it to new heights trying to isolate entire states if they disagree with his socialist vision.
That isolation technique could be considered what many Southern states felt before declaring succession from the North due to economic policies put in place during that time (not talking about the institution of slavery either).
