Apparently you've never opened up a history book. Corporate espionage ran rampant all throughout the 19th century which setup the U.S. to be in a position to be a leader in the 20th century. Entire factory designs were exact replicas of those in Europe. Every industrialized country has copied one another to be where they are. The first world is trying to price out the third world through trade secrets, patents, etc. It's really no surprise that third world countries would just steal these trade secrets instead.
You dont replicate things measured in nanometers. You dont replicate things so small quantum physics change.
These processes are stolen, no reverse engineering,none at all.But a factory machine,replicate it.
But a silicon chip, use it or throw it away, there is no replication of it.

If you dont have the means to produce a 14 nanometer silicon chip, youre missiles,radar etc etc wont be as quick nor as effective, yet, your computers and phones only operate 10-30% slower and take more energy and put out more heat.
Stealing that process is the only way for them, there is no other way.
