Cincinnati is not a good market these days. Smackdown only did 7.2K back there in October for a 16.2 arena when the yearly average for the show at the time was 11.3K.
And the card for that show included Cody Rhodes, Randy Orton, Sami Zayn, Bron Brakker. Not exactly overflowing with star power, but Cody is one of the biggest draws in the company. If he can't do better than that in Cincinnati, ain't no one on that AEW roster going to move tickets in Cincinnati.
LA Knight was in a dark match. Only local/semi local was Erik, who is from Cleveland, also in a dark match. I obviously have no idea if either one of them were advertised locally. But Erik isn't selling a single ticket except to friends and family anyway.
