The most reasonable interpretation of this is that in the context of dealing with Germany, the West signaled that in the future when enforceable restrictions on Nato could be discussed that the West didn't plan to move East. As has been said many times, it was not a binding promise, but on the other hand Russia did have statements of intention not to move Eastward. To go one step further, these misleading, retracted or dishonest statements, however you want to frame, them do give Russian officials legitimate grounds to distrust the West.
