That is a fair comparison in that both can get to any spot on the floor when they want. Ulis was so small that his center of gravity was really low, so even harder for defenders to get to the ball. I compare RD to Jason Williams from Florida as far as flair. About every 5 minutes there is a holy sh** moment where you look at the guy next to you and ask if he saw that. He'll have a ton of highlight moments. Not to say RD is perfect, I saw several times where he would dribble into double teams and was not always able to get out of them. But that is the thing though, teams will have to throw a second player or shade him to slow RD down, so it is up to our coaches/players to take advantage of that. I've seen people point out his low weight, and while I agree he needs to get stronger, he doesn't play as if it is a problem. Many times he would drive against bigger players, double teams, etc, and it did not phase him. The main thing teams were trying to do was cut off his dribbling and penetration and it was almost impossible to do.
