I think if any lawsuit against the NCAA were to get filed, and I honestly doubt UNC is dumb enough to take that avenue, they would primarily be arguing that the NCAA is beyond its jurisdiction in this instance. But again, I think UNC would be absolutely foolish to open itself up to discovery, which would certainly happen if a lawsuit were filed.Mark you would know this answer better than I

I think it was released to UNC not released to the general public. I suspect it will be several days or even a few weeks before UNC redacts what it considers possible FERPA violations of naming students (wink/wink, nod/nod)if its getting released today... that means UNC has had it for a week or two already .
