AFAIK, Rutgers has no vaccination requirements at all for staff and faculty. Maybe the idea is that they are thought to be old enough and responsible enough to have gotten the proper vaccines? Beside, faculty and staff have much less contact with students than fellow students do -- faculty and staff don't live in student dorms, and even faculty have limited contact with students. I think I would have decided otherwise if I were Holloway, but he may not have wanted to go through the difficulty of getting the faculty/staff unions to go along. At any rate, exempting faculty/staff is not an argument for exempting students.
