Financial limitations. Not an easy job winning at Rutgers. But, I agree, TP was not a strong AD and is better suited for other endeavors.

Hiring Flood for less that Mario originally accepted only shown that Barchi wasn't going to spend what it takes to get the type of coaches that would make RU FB and MBB into competitive programs.
Forcing Tim P into gambling on his hires being better than the pay-scale he had to work with.
Rice was a gamble, but the salary he received wouldn't bring in sure fire winners..
The scandal fiasco surrounding MR was a bummer, but Barchi made it so by not looking at the evidence being used against Rice until after Tim P penalized Rice , in which Barchi then threw Tim under the bus because Tim didn't fire Rice and used his own judgement in the matter because Barchi refused to be involved until the blow-back started and he needed to save his image by destroying Tim. for not penalizing Rice the way the public felt Rice should have been penalized.
Knock Tim;s hires all you want, but when you don't have the budget to get the better ones, you have to gamble on how good the ones you can afford are and hope you guessed right.
