I think most parents do.
I agree. I respect citizens of each state deciding best path forward with education as that is what is in the 10th amendment. But 14th amendment says equal access to the state offered education is a right. I just don't see how that is possible with public funded charter schools mixed with traditional public school system.

I don't really see how charter schools violate equal access.

The ones proposed for WV don't....they will be open enrollment local school board approved public charter schools. The early conjecture is that they will end up replacing current schools.......thus no additional funds will be needed. This whole deal in WV was about union control.....and Repub vs. Dem......nothing more. Anyway...3 charter schools in 700 schools in WV won't move the needle very much.

If the entire state does Charter, then that is equal access.
44 states have charter schools and I would think that your 14th amendment argument has been tested in charter schools cases. Are you aware of any rulings on this?

I'm not a legal scholar. I am aware there has been rulings in the USSC as it pertains to the 14th amendment. I believe the most important one had to do with Texas. But education is a state right covered under the 10th. I am betting all changes have been covered and challenged in the state and their supreme court. But states have a right to cover education with the state constitution and unless very blatant discrimination based on protection under the 14th which has to be brought by an individual, the federal court system is out of the picture. At least that is how I understand it but I could be somewhat off.
