So let me paraphrase for you. The OLC does not believe a sitting President may be prosecuted. Therefore, they are not going to prosecute. They are providing all of the evidence and if Congress wants to take its authorized actions (impeachment), they may do so or the President may be prosecuted after he leaves office.
