They usually hit at the next statement closing date after you meet the spend...that would be cutting it extremely close. I'd google some specific data points (reddit is actually a great place for churning questions)
When you get the pass, you get it for remainder of year + next year. Ideally though, you want to get it in the first month or two of the year, giving you nearly 2 years of the CP.
I'd wait and get the other Personal Card (there are 2 versions) + Business Card, and then hit your minimum spends as early in 2020 as you can. You'll need to cancel your current personal card if you go that route though under the new rules, I'm pretty sure.
