It's not a waste. Control the damn border, and a wall, fence, electrified laser sharks, whatever, either keeps people out or slows people down to allow technology and people to control it. It's not under control, it's a free for all now, in a lot of places. Once we have control of the border, we can talk DACA, green cards, etc. It's that simple.
