1. Chicom Wuhan Virus = public health emergency.
2. Severe Weather Threat = public safety emergency.
BOTH are covered under state and local emergency management jurisdiction and mandate. NEITHER has priority over the other. Both events are threats to life, public health and public safety. The Mississippi Emergency Management Agency put out guidance over 2 weeks ago stating that, without regard to Chicom Wuhan Virus, ALL government-controlled shelters are REQUIRED to open and operate during periods where NWS has issued a severe thunderstorm watch or a tornado watch (and obviously for warnings, as well) for the relevant area. THERE IS NO LOCAL DISCRETION. If one does not agree with a local decision to open a shelter during inclement weather, one should contact MEMA to complain, not the locals.
