Probably too late. Best you could do is buy tickets all in same section. Call the Garden Box office, Rutgers or Michigan ticket office.

We can really take the place over if they’ve opened up the top level.

If they're opening up new sections, why not allow RU + Michigan to sell them directly? And they should offer student sections behind the baskets like for the NIT final at student-oriented prices (e.g. $10 per seat) in an effort to boost the crowd, knowing that they would make a lot more money from concessions from those in $10 student seats than they would from empty seats at $55.
