Yes he can. You can do the combine twice and you can declare and come back as many times as you want. The declare for the draft only once rule was changed a few years ago

I’m talking about the combine. Can only do that once and then come back. I would think he would be better served waiting to use that next year as it seems highly unlikely he is going to get anyone to tell him he is anything more than a mid second rounder.

I read an interview with PJ's Dad where he said a 2nd round eval would keep him at UK. I realize this should be a given, but thought it was good seeing him actually saying it.

Maybe he just wants scouts to tell him what he needs to work on for his size and skill set. Maybe develop D and 3 type style. If the ultimate goal is to be in the NBA, it doesn't hurt for them to tell you what you need to do. If my boss came to me and said, "improve your typing and you will make 1.5 million next year" I would improve my typing.

I'm a big believer in having your **** together before going on interviews. A 6'7 PF with no jumpshot has a below zero chance to make it in today's NBA. Best of luck to PJ anyway, I hope this helps him.
