You lack an engineering brain so there is little chance you of reaching you since you are in constant panic mode. LA got their water largely from an inland source bringing it 200 miles to LA or so. Quite the feat and the city had stunning growth. If LA quit taking this water and instead produced their own local source (DESALINATION) they someday could reverse the flow and export water at a profit. You can use less water and still use more than the local environment supplies. Arizona is an example of this. Even a lowly educated guy like me can understand that.
