With the lowest UWW/Olympic weight being 20 pounds higher now, you have to wonder how many "Bobby Weavers" there were over the years who were just too small to compete at the lowest official weight. Unless they are trailing late in a match, then the obvious choice is the duck under.I don't see that duck working today at any weight, because the standard Russian Tie defense is a stiff-arm to the face.
It might work if an opponent screwed up and tried a front headlock like in the video -- but then an ankle pick would be far easier.

I appreciate Jimmy Guilibon for his time and effort at PSU but he came with a lot of hype out of HS. Gavin Teasdale also comes to mind but he may have had bigger issues than wrestling.
