He then hit it out of the park with the Bolt hire....he then proceeds to get the funds needed to build the best football facility in America.

Bingo. I tried to tell this very board years back that this was the rumor on the dude, I was roundly denounced for it.
They usually are silent and don't proclaim they're staying until the end of 2022. And usually in a planned retirement there is a transition period, not an abrupt departure in a few days. Besides IF he stayed through the end of his contract, Moos was supposed to receive over $1 million in retention bonus.
