Unfortunately "potential foul trouble" isn't a guarantee for a recruit. It might work some games, but not others. I think Kofi and Oscar sharing the 5 was a tough sell.

But that's not what they want. There's a reason top recruits go to places that can afford them minutes. There's a reason why there's only a handful of recruiting classes that have multiple top10 guys go to the same college.
