The Kentucky Colonels avg. attendance in 74-75 was 8700, more than some "NBA" teams that year, and only a few thousand less than established larger market teams.
Given the success of UK players in the league, and the fact that isn't going to slow down anytime soon, the marketing from Cal, Rick, and the support from both Louisville and Lexington communities, an NBA franchise in Louisville is a no-brainer. This doesn't even take into consideration Cincy fans, who miss their team...they would come as well. Icing on the cake is the chance to see NBA superstars in your backyard.
There were 19,000 at an NBA exhibition game at Rupp before, lol.
I have been to about 10 Pacer games, and a Knicks game at MSG, and the atmosphere is electric. No doubt it would be marketed correctly and would be an instant success.
If Lexington can support low level class A ball w/ the Legends, then this should be cake.
