Interesting question. Is it your own private property or any private property?

" private properties not open to the general public" again, according to the website above.. but that would rule out the tailgate lots.. though, i suppose, you pay to have a vehicle in there.. and your parking passes are verified for entry.. though you can walk in.

you can allow consumption on your own property ,by members of your own family under age.You can not supply booze to others,non family , who are under age.Of course family members cant be 11 years old.Many use the religious exemption for providing family booze under age.

You are right about not serving non-family members who are underaged. In our town, they have been cracking down on parents who are providing alcohol to minors.
