I read somewhere that it's semantics. It doesn't really matter what the title is, it's what's in it that determines the level of severity. I don't know if that's true or not.
Since they STILL haven't released the letter, nobody knows. Don't think it matters though. The implications are as big as they could possibly be either way.
The general public doesn't have a clue what's in the noa. We only know what they've told us. I don't understand why the press isn't asking to see the whole thing. How do we know the total # of allegations, are we suppose to just believe them?
They will release the full NOA on their timeline to 'friendly media"
before they send it to Rosie. I assume it will be Bruce Feldman or Edwin Ashcroft at ESPN if not the Clarion Ledger or Daily Journal maybe even the Commercial Appeal.
