I lived in Chicago for three years when it was less gentrified than it is now and when the Cabrini Green housing project still existed. If you were careful, you were fine, The low-crime areas are now much larger than then. If you go to Wrigley and to Northwestern's stadium, and stay in a nice area you will be fine. Just use the same vigilance you would use anywhere else.

Per capita rates indicate how likely you are to be the victim of a violent crime in one city vs. another city. Evens things out based on realistic percentages. You are more likely to a victim of a violent crime in Houston or Phoenix than in Chicago. And as Rutgers95 states folks on this Board are not venturing into those areas. RU fans traveling to Chicago will have a great, safe time.
Late to this spirited debate but the probability statement above is false. City crime rates are generalizations. All rates are generalizations.

Related to victimization rates, risk factors determine. Whatever the US annual shark attack rate is doesn’t apply to people who don‘t go in the water.

Not to mention, those data show only murder rates. The data say nothing about crime rates.

There are safer areas and things to do in Memphis than in Chicago, and vice versa. The homicide stats above are meaningless relative to this discussion.

It is. Is it safer in library at noon in Memphis or buying drugs in the Bronx at 4 am ?

The city rate comparison re: safety visiting means nothing… just like overall US shark attack rates mean nothing in many states.
