Per capita rates indicate how likely you are to be the victim of a violent crime in one city vs. another city. Evens things out based on realistic percentages. You are more likely to a victim of a violent crime in Houston or Phoenix than in Chicago. And as Rutgers95 states folks on this Board are not venturing into those areas. RU fans traveling to Chicago will have a great, safe time.

Related to victimization rates, risk factors determine. Whatever the US annual shark attack rate is doesn’t apply to people who don‘t go in the water.

There are safer areas and things to do in Memphis than in Chicago, and vice versa. The homicide stats above are meaningless relative to this discussion.
