Not many public bets come in this early in the week. And the ones that do are smaller bets.
The big money that moved the line this early in the week is sharp money. And knowing that public money won't be enough to move the line for a couple days, there's no reason for sharps to rush getting involved before information becomes more concrete.
So the sharps either like Washington, independent of qb news. Or they're steaming the line up over 3 to come back and bet Iowa. Depending on what the line does the rest of the week, that may become more clear

It would have been more clearly stated by me to say Vegas usually won't move a college football spread by more than .5 point, in terms of their true projection.
To move more than that involves Washington action and/or projected Washington action. And that action doesn't become large enough from the public until a player is officially listed out.
It's possible heavier sharp action could have come in on Washington, at this point, due to the potential of a qb injury. But that potentiality alone, wouldn't have moved the line at this point. There are reasons independent of the possible injury that have moved the line
