Per the linked article there is a major discrepancy between US government estimates and industry estimates used by the financial and shipping communities. Until proven otherwise I will believe the financial community over a government source - especially a government that lies as much as the Trump admin.

Neither Phillips nor Valero has ceased doing business in California. Valero closed its Benicia (NorCal) refinery at the end of 2025 but still refines crude oil into gasoline in its Wilmington (SoCal) refinery. Phillips closed its Wilmington refinery at the end of 2025 but still refines crude oil into diesel and aviation fuel at its Rodeo (NorCal) refinery.

Further, both companies still import and sell gasoline in California.
