That right there is the biggest problem with the structure of our govt. The least accountable chamber holds outsized power over the one that's actually representative(ish) of the country and accountable to the people. The Senate's role should be a simple "advise and consent" on everything. Including legislation. If they refuse to consent to a bill, give the House the power to override them. It's how every other bicameral legislature in the world's democracies operates. Look at the House of Commons versus the House of Lords in GB.
