Some say so, but those two plus Argentina and England are the top 4 ranked FIFA squads (first time that has happened in the semis since we've had FIFA rankings), so surely Argentina and England, while they won't be favored against either France or Spain, can still win the Cup.
Soccer is one of those sports where underdogs probably have more chance of winning than most other sports, since so much of the game often depends on getting a single goal and the "better" team can dominate play, but still give up a goal from inspiration or just a simple mistake in the box.
