Had it become public about Sandusky's pedoness and then the knowledge of 1998 where CSS and Joe knew of a previous incident and did nothing about it then all h*ll would have broken lose and they all would have been fired. Especially Joe who was not doing well in winning games then. CSS and Joe knew that so it was important for them and the PSU brand that this not be revealed to the public. Joe's time at PSU from 2001 onwards was on the backs of those victims.

Well, using incompetence is a common theme when people did something criminal. Before they admit to what they exactly did they're gonna admit to making mistakes. It's literally the playbook of the guilty.
They did nothing to limit Sandusky's access to their campus with children and thus increased their future risk. It cost them their freedom and their reputations.
As someone who has called childline for suspected abuse and known people that were investigated and susp were unfounded, I do not see how that was or is the expectation. Otherwise there would not be anyone who could work with children. A single accusation would require the accused to lose their job.
