No, those states aren't why things are expensive. They don't allow in "unproductive people" and put them on welfare. That doesn't happen. Chicago and New York City would be better off if they didn't have to prop up large swathes of rural areas with a declining rural population. It's worth recapping just how many state laws Virginia Democrats violated in order to actually do this referendum.
They kept a special session open for two years, pushed it through with early voting already underway in last year's governor's race, and failed to publish it three months before an election.
They wrote an extremely misleading ballot question, also in violation of the law, that claimed creating a 10D-1R map was a "temporary measure" to "restore fairness," in order to influence a particular result.
And yet, a referendum passing by less than 5 points will allow them to create a 10D-1R map in a state that voted for Kamala by 6 points.
If only Republicans would use the power they gain to ruthlessly govern instead of lecturing us about 'norms and procedures.'

Double A: I have not followed the Virginia litigation anywhere near as closely as you, and I have to agree with you in being mystified as to how this trial judge thinks he retains jurisdiction over the case while it is on appeal. What's a little mystifying to me in the ordinary course is how this guy thinks he still has jurisdiction. My usual understanding is that an appeal in a case deprives a lower court of jurisdiction, and the prior decisions were appealed (and I believe are set for argument within the week?). I know VA law can be really quirky on matters of process, but color me stumped.
To my note, there are 3 issues that I believe are before the VA supreme court, and I have no idea how carl cannon at rcp thinks this gets to scotus:
1. the special legislative session which authorized the referendum was called for a different purpose, which may not be kosher under va law.
2. VA law requires a certain passage between authorization of the referendum and the voting date, which did not occur here if the voting date is deemed to have begun on the first day of early voting.
3. VA law requires that referendum questions be presented in neutral and nonmisleading language, and the "restore fairness' phrasing (which frankly sorta amazed me as actual ballot language even before i knew of this requirement) doesn't meet that standard.
I offer no views on the merits of any of these other than a baseline skepticism. But I don't think "well they voted for it" standing alone carries the day if the courts deem it inappropriate for them to have been voting in the first place.
