I think Minto clamped down on Levi's left arm with his right arm, a la what NBA players calls a clamping loose ball foul. He initiated the clamp out of bounds. Levi was having none of it, so he created separation with a shove. Effectively, Levi was trying to push Minto off himself. The stage was just coincidental. Sure, it was bad judgment.

Arnold is obviously too short and small and therefore less than ideal for 197, but he can't redshirt and should at least qualify for nationals at 197 (which Sampson won't), so, yeah, why not? It's just another mark of the sad state of affairs at Iowa when a backup 174 is the best option at 197.
