Enforcing outstanding warrants is a simple way that LE can reduce crime, many of the them are for felonies, the perp is still out there committing more crime. It probably took a while for the local authorities in suburban Dallas to (1) figure out Albert = AJ and he's living in Nebraska; (2) get approval for extradition.
Speaking of which: gotta think Texas isn't extraditing him for speeding or fleeing a routine traffic stop. They could just mail him a ticket for that stuff. So then what happened?

Speaking of grinding gears, one time as a police officer I heard this ungodly sound of someone grinding the gears of their car. I found the car barely moving in the middle of the road and pulled the driver over. The driver was a doctor in town for some convention. He was so drunk that when I asked him to recite the alphabet he was actually combing letters and numbers : ) I think the grinding of the gears was because he thought the rental he was driving was a manual rather than an automatic!Police didn’t even chase him. Put out an APB on burning clutch smell and found him 3 blocks away sitting still and trying to grind it into gear. Pure Breaded Italian sitting still and cranking out 8500 rpm in a cloud of burning clutch smoke baby!

Being a retired LEO, I can tell you that warrants like this, especially where the person is now in another state, aren't a priority for the issuing jurisdiction. Unless authorities in Nebraska had been tipped off about the warrant prior to the traffic stop, it appears they ran him as part of the traffic stop and discovered the warrant. Considering AJ's prior driving issues, that he was pulled over for speeding isn't exactly a great indicator that he has started making better decisions in life. Disclaimer: since I don't know how fast he was going over the posted speed limit, maybe it was just bad luck he was pulled over. That being said, most people could go years or forever and not be stopped by the police. Also, I am not sure if Texas will extradite or not. Sometimes on a felony warrant the issuing jurisdiction will note on the warrant what states, if any, they will extradite from. That's the biggest thing that everyone seems to be missing. Even if Texas doesn't want to go through the effort of extraditing him back from Nebraska, that doesn't mean the crime just disappears.
