There is no rule prohibiting throwing a towel at the football. It would come under the general umbrella of “an obvious unfair act not covered by the rules”. UCLA tried the same thing against Hawaii in 2017 with no penalty called.
As far as I’m concerned, whenever an opponent lines up to kick an extra point or field goal, Iowa players should all throw towels at the ball. But of course, the Hawks will get penalized while everyone else gets away with it.

What's silly is Moulton inexplicable leaving his feet. Keep them down and it's easy.
The heel is a part of the foot. If it touches, it seems like it counts. Imagine a player falling backwards in the air out of bounds. Moulton is not a WR -I doubt he has ever practiced a "keep the toes inbound" catch at the back of the end zone. Plus, I think it was tipped so unexpected.
I agree it is frustrating but it goes back to the theme of this thread -we are not good at 2 point conversions but somehow we aren't bad at play calling from the 3 when its not a 2 point play!
I think our best type of 2 pt conversion would be Grono in shotgun, with a RB beside him, and have a player like Wetjen or Phillips in motion. At the snap Grono hands off but more likely keeps it on the QB run but that player in motion would be available for a triple option type pitch.This game and Penn State... WTF???
