This is more factual than you might think. My Environmental engineer told me a story about one of his clients. Guy has a farm, put in a retention pond for irrigation. DEP came out 3 years later and wanted to claim it as wetlands. They had to get past topographical maps in order to fight it. Dumb bastards couldn't even see for themselves that it was man made.
