Consenting adults has no bearing in a corp/gov setting when one has the ability to promote, reward, or have disciplinary power over that employee. You can have a consenting sexual relationship with someone in your company if one has no power over the other, ie, a director of marketing could have a relationship with a manager in manufacturing but they could not have a relationship with a marketing manager that reports directly to them or in a collaborating marketing team where they may have influence that could further/destroy that persons career. It's really pretty clear cut.
