Page 10 is Mueller stating that his investigation was limited by actions of those he investigatedUsing encrypted communications or deleting emails is not impeding an investigation. Those that lied were charged for it, and is not obstruction. Whatever else you might be getting at, page 10 does not document impeding an investigation.
