The reality is that cities in California with huge legal and illegal immigrant populations doesn't want every witness to a crime who is an immigrant, legal or illegal, to be more afraid of the ICE than they are of cooperating with local law enforcement, it isn't like there is much disatisfaction with the people in these cities as much as it is with the rubes trump stirs up in states like WV where there are hardly any immigrants, but hey, gotta keep them WV Union boys afraid of something so they vote for right to work laws. The police in these cities ain't exactly screaming foul either. But let little beauregard ride into California and help our Demographics with all our Latina Americans. I always wonder how racists from like WV think folks in places like Texas and California differentiate who is an American and who is an "illegal", especially in like San Diego or in San Antonio. I believe Cali enacted 3 laws on this. On one they may have standing. That's one where they say they won't hold or transport people released by state or local court for ICE. Why that may be ok is a liability concern. If that person is released by the court and still held by the state, then that person is injured while in custody, it's a liability issue for the state or local municipality. Also, police also come into contact with people who may be here illegally who are victims of or witnesses to crimes. Turning them over harms the efforts of local law enforcement.I'm not a fan of this admin's approach, but I don't think that justifies defying a federal order.

There's another law that basically says that private employers can't turn employees in to ICE. I think they'll get slammed on that. The only possible defense of that law is to keep employers from exploiting illegals they hire. I think there are better ways to avoid that, and I believe it's a federal crime to knowingly hire illegals anyway. Besides, as written, that law puts employers between a rock and a hard place. If you find out an employee is here illegally, you have to decide whether to break federal or state law.
As for the Oakland mayor tipping off people about an ICE raid, I can't think of a defense for that.
