According to the linked NCAA PowerPoint presentation from last year, an athlete cannot have participated in more than three contests or dates of competition or 30% of the contests or dates of competition (whichever is greater). Nice try, but the NCAA doesn't count by quarters. If you appear in a game it counts. Also, playoff games are not included when calculating the 30 percent. Regular season only. The halfway point of the season was the end of the 4th quarter Friday night. Washington exited the game in the first quarter. Washington will not participate in more than 30% of the games. He won’t participate in 50% of the games.
