I was looking at it from an available scholarship perspective and not just the 28. I didn't write it very clearly. You can only take 3 more than you have available, and the max is 28.
78 current scholarships, -16 gets you to 62, that leaves you 23 +3 or 26 and gets you to 88. Unless you know for sure a guy isn't coming back you have to count them. If you know a guy isn't returning, you can include those players and let the Big Ten know. That can add to the number. Now if Nebraska isn't sure who, with eligibility available, then you are just SOL, but that is why they give the plus 3.
Now in a perfect scenario and Frost knows everyone who is not coming back, he can include all of those names to the Big Ten which may allow him to get to 28 in the class or 90 in total before attrition.
We have 78 on scholarship right now, subtract the 16 seniors and you get to 62, add the 28 and you get to 90. There will be others that leave, be it Quayshon Alexander, Pernell Jefferson, maybe a Avery Anderson. Then add in Vaha Vainuku and you are at 86 without any real surprises at all. I would venture to say there will be others, which is why I could see where Frost was coming from with his comments.
Not that I don't trust Callahan and HOL, but the article clearly states that counting back is going away.
