That's a great time slot. #1, it's 8 pm locally, so great for the fans there, they can hang out all day and see a night game (because it's hot as hell there too, remember). #2, I can watch football all day here, cook/grill/etc. without the stress of MSU football, then lay on the couch and fall asleep to our game. Probably will get a good many eyes on it as it will be a game that will be on most peoples' TVs after the primetime games end.

It is a player and fan safety issue. Arizona schools do not play day games till October or November. It's too hot and dry. People would die.
