The "dropped third strike" rule is actual the confluence of a couple of rules (MLB here, but college same).
6.05 a batter is out (b) " a third strike is legally caught by the catcher". Kinda makes sense, no? Like a batter is out when a fly ball is caught by the centerfielder or a batter is out when a foul ball is caught.
So, If the third strike is not caught (not "dropped") what happens to that batter who is not out?
6.09 The batter becomes a runner when (b) The third strike called by the umpire is not caught, providing 1) first base is unoccupied or 2) first base is occupied with two out.
So, now we have a runner. How can that runner become safe or out? I'll leave that to you.
While we're at it, let's talk "foul tip". "Caught foul tip" or "uncaught foul tip" is non-sensical. A foul ball that goes directly and sharply into the catchers mitt and is caught is, by definition, a "foul tip". It's a live ball, runners may advance at risk. A foul ball that goes directly and sharply and is not caught is not an "uncaught foul tip". It's a foul ball, just like the one that pops up to the backstop. For a foul ball to be a foul tip it must be caught, directly and sharply. If not it's just a foul ball.

It most definitely is an out unless there are 2 outs in the inning already. The original poster is right. Stupid rule.
If first is occupied with less than 2 outs and the third stike is dropped it could create a double play opportunity for the defense. Drop the third strike, immediately throw to second then to first. The occupied base rule is in place to protect the offense, similar to infield fly rule.

There is a remarkable sort of internal consistency to most of the rules. The uncaught third strike is mostly consistent with other defensive plays. That is, for an out to be recorded the defense must complete the play. In a 6-3 play it's not enough for the throw to beat the runner- 3 must catch the throw to complete the play and record the out. Why should the requirement between 1-2 be different on a 3rd str ike? Catcher must complete the play to record the ou t.
