Which the Division I Council followed up by declaring that NCAA staff should exercise sensitivity when a student is transferring specifically due to COVID-19 (e.g., the student is sick, a family member is sick). That’s it.
For transfer waivers, the Committee for Legislative Relief reports to the Division I Council, so it is the Council and not the Board who sets the rules on this. The rules are unchanged, as is the interpretation of them.
The only differences between this year and last year are:
- Significantly more waivers were requested
- Media was paying much closer attention to each decision
- Number of schools telling the NCAA they ran off a transfer student spiked massively
The NCAA and the CLR themselves are operating just as they did last year. Otherwise, you wouldn’t have kids like Nike Sibande having their waiver denied.
