May be Germans, but...WTF are these "bands" some of the women are wearing around their necks during games? I hope this is some sort of performance enhancing device...

I wasn't aware that "repetitive sub-concussive head impacts" was an issue in women's basketball. Maybe to boost attendance they added it kinda' like a roller derby. I'll go see that.

I have not seen people wearing these, but it is an interesting concept: Jugular vein compression.
I can see these being used in mountain biking. My wife got a concussion while riding at Kanuga Bike Park in 2020. Based on the Q30 literature, her recovery would have been much better.
