You just have to be of age to purchase alcohol...not test needed.

You can get a drivers license at 16.

Legal and guaranteed by the constitutions are two completely different things.

Speech and assembly and expression are guaranteed by the Constitution, but there are restrictions and limitations added to it now by the Supreme Court decisions..........just saying.......
