Will the new transfer rules be enforced?

I don’t know. I would hope that they are. But as in the girls basketball case with Manor (not relating to transferring by the way), along with other cases around the country, I think that a lot of judge shopping is going to be going on in order to get favorable rulings.
Said differently, if people have deep pockets as compared to the VHSL in order to litigate to get an athlete eligible through the courts despite being ruled ineligible by the VHSL which has used its processes to do so, then I think it’s going to get ugly and we’re going to see legitimate ineligible players become eligible.
All it takes is to bring a case forward to a favorable and biased judge, in certain jurisdictions, to get the ruling that is desired.
