7 a.m. local time, so 7 a.m. ET for Raiola and others here in the east, and then every hour on the hour across the Midwest, to the Rockies and then out west. We currently have no one from the Pacific time zone, but Taumua is in HST, or four hours behind Lincoln. That's 11 a.m. in Lincoln at the earliest.

That written, student-athletes can have signing ceremonies any time after 7 a.m. tomorrow.
